Up loading an image

The scanned image I wish to up load is 4MB, how do I reduce this to the required size?

You need to 'resize' or 'resample' in any image editing software, Tooold. There's lots of advice in the forums here
Also, the original file from the scanner is probably uncompressed, and will become smaller when you 'save' it from your image editor. The editor probably allows you to choose the compression ratio, so experiment to find the smallest size for good quality
Check the size afterwards, and see how much you need to reduce it. If it were, say, 2.5MB you would need to reduce it to about 30% to bring that down below 250KB (30% x 30% = 9%)
