The track, I believe, didn't see a commercial release in the UK. The backing track is the same as "August 1962" (BB 116) minus the horns.
Yes it's definitely a Prince Buster vocal.

Yes, the original release on "Well Suspect" was 1983. Well Suspect was Eddie Piller's label from 1982 - 84, which evolved into the 'Countdown' label (85-86). Apparently, Stiff Records which distributed Countdown didn't like the name 'Well Suspect'...
With the collapse of Stiff, Piller changed his label's name again to Re-Elect The President, which in turn evolved into Acid Jazz but that's another story altogether.
Well Suspect released just two singles and one album in its short lifespan.
